The Office of the Chief City Architect of the Capital City of Podgorica announced an international competition for the conceptual urban-planning and architectural design of a residential and commercial complex within the framework of the “City Apartment” project in Podgorica.
The primary goal of the competition was to provide a vision for the revitalization and development of the designated area into a natural oasis, with zones for rest, recreation, and culture/education, reflecting the aspiration for increased time spent in nature. This project was intended to serve as a model for further revitalization of urban spaces and the preservation of existing forests in Podgorica, as well as throughout the country. According to the competition brief, the site was defined as a multifunctional recreational park area with facilities such as spaces for sports and recreation, outdoor leisure and relaxation, children’s play, and cultural/educational activities.

Competition Deadlines:
The submission deadline was 24 November 2025 at 12:00 PM (local time in Montenegro). Within the given timeframe, 84 entries were received, of which 77 were submitted on time and reviewed.
The jury conducted the evaluation process in two phases: the initial phase and an extended phase, in accordance with the Competition Announcement and the applicable Rulebook. Pursuant to Article 5 of the Rulebook on the manner and procedure for announcing and conducting a public competition for a conceptual architectural design (“Official Gazette of Montenegro”, No. 19/18, 2/24 and 8/24), and based on the fact that five shortlisted entries were assessed as equally ranked in terms of their potential, the jury unanimously decided to continue the competition as an extended competition, with participation limited to these five equally ranked proposals.
The deadline for submitting revised entries was 2 February 2026 at 12:00 PM (local time in Montenegro). All five invited participants submitted revised solutions within the prescribed deadline.
During the extended phase, the jury carried out a renewed evaluation of the revised proposals against the criteria defined in the Competition Announcement and the Competition Brief, with special attention to the implementation of recommendations provided after the first phase. The analysis included compliance with urban planning parameters, architectural and programmatic clarity, functional organization, ecological aspects of the solution, as well as feasibility and economic rationality.
After detailed discussion and comparative analysis, the jury concluded that, despite certain progress in some segments, none of the proposals fully met all mandatory planning parameters and qualitative criteria required for awarding the first three prizes.
Therefore, the jury unanimously decided not to award the first, second, and third prizes, but instead to grant three purchase awards and two special commendations, in accordance with the Final Decision of the Jury.
A final ranking list was established with the redistribution of purchase awards and special commendations as follows:
