The Ministry of Spatial Planning, Urbanism and State Property has announced an National competition for an urban-architectural conceptual design of a part of Residential Block 1, on Urban Plot 37, within the University center, in the area covered by the amendments and supplements to the Spatial–urban plan (PUP) of the Capital city - Podgorica.
The subject of the Competition is the preparation of an urban and architectural conceptual design for a part of Residential Block 1, on Urban Plot 37, within the University Center, in the area covered by the Amendments and Additions to the Spatial and Urban Plan (PUP) of the Capital City of Podgorica.
The total area of the location, i.e. the competition intervention area, amounts to 6,065.25 m² and includes cadastral plots 1372/52, 1348/6, 1385/17, 1387/43, 1350/3, and 1386/1, all within Cadastral Municipality Podgorica I.
The objective of the competition is to select the highest-quality urban and architectural conceptual design for a part of Residential Block 1, on Urban Plot 37, within the University Center, which will become an integral part of the Amendments and Additions to the Spatial and Urban Plan of the Capital City of Podgorica.
Participants are expected to propose competition solutions characterized primarily by strong functionality, aesthetics, and appropriate spatial integration of the planned buildings within the given location. Given that the contact zone of the site is the Tološka Forest, the conceptual solution should be positioned within the context of this natural environment, in full compliance with the guidelines and framework set out in this competition brief.
Furthermore, participants are expected to offer conceptual designs of a contemporary character, paying special attention to the visual identity of the site, considering that it represents one of the more attractive locations within the inner urban core of the city.
Emphasis is placed on innovation and a visionary approach, giving the building the character of an architectural landmark through a form that is both sculptural and contextual.
The internal structure of residential units should reflect contemporary luxury through fluid, flexible, and functionally clear spaces. In this regard, it is recommended to define the structure of residential units (one-bedroom, two-bedroom, three-bedroom units, etc.), while optimizing their number and proportional distribution. Priority should be given to more spacious residential units with larger floor areas, featuring pronounced fluid spaces that clearly communicate the character of luxury architecture.
The goal is to create a building that not only responds to the contemporary needs of users, but also, through its architectural expression, sets new standards and can serve as a reference model for the future development of residential architecture in Montenegro. Through this approach, the competition proposal may become a pioneering example of luxury housing, aiming to establish a new paradigm in the typology of luxury residential architecture in this context.

Eligibility for participation:
The right to participate in the competition is granted to all legal and natural persons (authors, co-authors, members of the design team, associates, consultants, etc.) who have residence or registered office within the territory of Montenegro.
