Competition for the Conceptual Design of the Zabjelo Community Centre in Podgorica

Deadline:

The subject of this competition arises from the need for the Zabjelo neighborhood in Podgorica to obtain a Local Community Center that will, through its program, contribute to improving the social quality of life of its residents. More precisely, its content will support the long-term development of the Capital City through principles of spatial planning, along with social and economic development and environmental protection.

The building, with all its functions, will have a multifaceted impact on community life and culture, as well as on creating new opportunities for further development.

It will enable the integration of cultural, healthcare, and commercial-social facilities within a neighborhood that is experiencing significant population growth year after year.

The competition is international, open, single-stage, and anonymous.

Competition Language

The competition is announced and conducted in Montenegrin and English.

Competition Timeline

The competition is open from April 1, 2026.

The deadline for submitting questions is May 4, 2026.

Responses to all submitted questions will be published by May 8, 2026.

The deadline for submission of entries is June 10, 2026, at 09:00 (CEST, UTC+2).

All participants will be informed of the jury’s decision no later than July 1, 2026.

Jury

The jury members are:

  • David Mišič, architect, professional member

  • Ognen Marina, architect, professional member

  • Ivana Dobrković, architect, representative of the Engineering Chamber of Montenegro

  • Duška Mačić, architect, representative of the competition organizer

Rapporteurs:

Prize Fund

The total budget for organizing the competition is €100,000.

The prize fund amounts to €76,000 and will be distributed as follows:

  • First Prize – €35,000

  • Second Prize – €20,000

  • Third Prize – €12,000

  • Three purchases – €3,000 each

The jury reserves the right not to award some of the listed prizes if the submitted works are not of sufficient quality, as well as to introduce special awards and recognitions.

Eligibility

The competition is open to all natural and legal persons who meet the conditions set out in the Competition Announcement and Competition Brief.

Participants may be individuals or entities based in Montenegro or abroad.

The following are not eligible to participate:

  • persons directly involved in the preparation and organization of the competition,

  • their close relatives,

  • employees of the competition organizer,

  • persons whose employment with the organizer ended within two years prior to the competition,

  • persons related to or employed by jury members.

Mandatory Conditions for Participation

  • The competition entry must include all required graphic and textual materials, as well as other data specified in the Competition Announcement.

  • The entry must be submitted within the prescribed deadline and in accordance with the defined procedure.

Each participant, individually or as part of a team, may submit only one entry.

The documentation is free of charge.

It includes:

  • Competition Announcement

  • Competition Brief

  • Digital geodetic base of the location

  • Cadastral-topographic base of the site and its surroundings

  • Photo and video documentation

Submission Requirements

Entries must be submitted exclusively in digital format and should include:

  • textual and graphic materials in PDF format,

  • an A0 panel for exhibition purposes,

  • a DWG file for area verification,

  • a separate folder with author information,

all in accordance with the conditions defined in the Competition Announcement.

Publication of Results

Competition results and the Jury Report will be published on the official websites of the Capital City of Podgorica and Architectural Competitions.

All submitted works will be publicly exhibited within 30 days from the date of awarding the prizes.
