The Ministry of Spatial Planning, Urbanism and State Property issued a Decision on the announcement of an Competition for the Conceptual architectural design of a indoor swimming pool and a multi-functional sports hall in Pljevlja.
The subject of the Competition is the development of a conceptual architectural design of a indoor swimming pool and a multi-functional sports hall in Pljevlja, on the location which includes cadastral plot no. 19/6 CM Pljevlja, which falls within the scope of the „Spatial-Urban Plan of the Municipality of Pljevlja” ("Official Gazette of Montenegro – Municipal Regulations," No. 11/11). According to the plan, the area is intended for sports and recreational purposes.
The Competition objective is to obtain a functional and recognizable conceptual architectural solution that will primarily meet the prescribed requirements while achieving maximum alignment with all aspects specified in the competition brief. A key priority is the adaptation of the entire sports and recreational complex in Pljevlja for its intended use. The construction of the indoor swimming pool and the multi-functional hall is a strategically significant project, outlined in the Pljevlja Recovery Plan, which would significantly contribute to the town's development. This project is also part of the sports and tourism center, which includes accommodations for athletes, a sports hall, various sports fields, and the city stadium.
Competition deadlines:
The Competition is open from Friday, August 1st, 2025.
The deadline for submission of entries is Tuesday, November 4th, 2025, until 12:00h (Montenegro local time).
The Competition results will be published by Friday, November 21st, 2025.

All participants can submit questions about the Competition until Monday, August 18th, 2025, and thereafter all received questions and answers will be published on the website www.arhitecturalcompetitions.me by Friday, August 29th, 2025.

Eligibility for participation:
Any individual, legal entity or invited participants, who meets the requirements defined by the Competition Announcement and the Competition Brief, has the right to participate in the Competition. Invited participants are:

Participants in the competition (authors, co-authors, members of the authoring team, collaborators, consultants, etc.), must have residence or headquarters in Montenegro, with at least one of the authors of the competition entry (individual or team leader) being a licensed architect. The author or team leader may engage experts from other professions to enhance the competition solution. All members of the authoring team must have residency or headquarters in Montenegro.
